The Championship will be played in accordance with the following
rules and regulations:
1. ELIGIBILITY & PARTICIPATION
Each Federation from FIDE Zones 3.1, 3.2, 3.3, 3.4, 3.5 and 3.6 can
enter one official player.
In addition, each Federation may send
extra players rated 2300 and above in the July 2007 FIDE Rating
List. Extra players will be responsible for the payment to the
Organizing Committee of their board and lodging at the official
hotel.

REGISTRATION
Entry shall be submitted by the
national federation in the attached registration form on or before
31st August 2007 together with payment of the entry fees.
Late entries may be accepted until 10th September 2007
with a late fee of US $50.
A digital ID photo of each player
should be sent by email to the Organizing Committee.
4.
REGISTRATION FEE
Each participant must pay US$100 to
the organizers for accreditation, internal transportation and other
local organizational expenses.
5.
ENTRY FEE
Upon registration, each player shall
pay to the Asian Chess Federation through the National Chess
Federation of the Philippines the entry fee of $150 on account of
the participants as outlined in the Asian Chess Federation Financial
Regulations.
Entries are not confirmed unless
Registration and Entry fees are received by the National Chess
Federation of the Philippines before the deadline.
6.
ACCOMMODATION
The official player
from each National
Federation will be provided with board & lodging from noon of 18
September to noon of 30 September. Participants will be accommodated
in twin-shared bedrooms. For single rooms (subject to availability)
players must pay additionally to the Organizing Committee.
Each
extra player/accompanying person should pay for their full board
accommodation, $98 per person/per day for single room and $68 per
person/per day for double room. All players and accompanying persons
should stay at the official hotel. Hotel payments for all extra
players and accompanying persons should be made in advance to the
Organizing Committee.
7.
PLAYING CONDITIONS
The tournament shall be conducted as
a Swiss System competition of 11 rounds and will be played according
to FIDE regulations. The time control is 90 minutes for the first 40
moves followed by 30 minutes for the rest of the game with an
addition of 30 seconds per move starting from move one. The games
shall be played with DGT clocks.
8.
PRIZES
The Championship shall qualify the top 10 players to the FIDE
World Cup, with prize fund of $40,000 from FIDE and the National
Chess Federation of the Philippines as follows:

PAIRINGS
Pairings will be made by the Chief Arbiter using the Swiss Manager
program. No protests against pairings will be accepted.
11.
APPEALS COMMITTEE
An Appeals Committee shall be
constituted before the beginning of the tournament as stipulated in
the FIDE regulations. The Appeals Committee shall be headed by FIDE
Honorary President Florencio Campomanes as chairman with members
FIDE Technical Commission Chairman Andrzej Filipowicz and Iran Chess
Federation president Dr. Mohammed Embrahim Maddahi and two reserves.
Protests should be submitted in writing to the Chief Arbiter within
30 minutes after the end of the round. The deposit fee will be
US$100 for each protest, refundable if the protest is upheld.
12. TIE BREAK
If at the end of the tournament two
or more players are tied, the tie shall be broken by the following
tiebreak system:
After eliminating the unrated or
lowest rated opponent, where the players involved have all played
only against rated opponents remaining, find the sum of opponent
ratings. The highest total wins. If still tied, eliminate the next
lowest rated opponent(s) until a decision is possible. If the tie
remains unbroken, decide by lot.
If after eliminating one unrated
opponent, the players involved have not all played only against
rated opponents remaining, apply the sum of progressive scores. The
highest total wins. If still tied, deduct the first round score, and
if necessary the second round and so on. If the tie remains
unbroken, decide by lot.
